Developmental Disabilities and Early Childhood Supports Division

The Board for Developmental Disabilities is a 9 to 15-member citizen advisory board who provides input on services and supports for people with developmental disabilities and delays, and their families. The role of the Board is defined in Revised Code of Washington 71A.14.020, County Developmental Disabilities Boards - Composition-Expenses. Board members include self-advocates, family members, professionals and interested citizens. Members share an interest in improving services and quality of life for people with intellectual and developmental disabilities (I/DD).

We prioritize candidates with lived experience including individuals with an I/DD, parents or caregivers, and/or people with professional experience related to I/DD. Board members must live in King County.

Beth Bardeen, Council District 4, Term expires 9/30/2026

Ms. Bardeen has a desire to be a communication bridge in bringing her unique perspective to the Board to help change policies and improve services for people with developmental disabilities. Contact: DevDis7@kingcounty.gov

Devony Boyle, Council District 2, Term expires 9/30/2025

Ms. Boyle will share her wealth of experience as a leadership coach to identify areas for improvement to improve services and supports for people with developmental disabilities and their families.

Joe Cunningham, Council District 1, Term expires 9/30/2026

Mr. Cunningham has extensive professional and volunteer experience advocating for the needs of people with disabilities. Joe has been a member of several boards and commissions focusing on meeting the needs of children and families. He brings a wealth of knowledge about the developmental disabilities field to the board. Contact: DevDis10@kingcounty.gov

Laura Musso Escude, Council District 1, Term expires 9/30/2027

Ms. Escude advocates for her daughter and has benefited from family support services to navigate developmental disabilities resources and services. She wants to give back to the Hispanic community through outreach and advocacy for change.  Contact: DevDis4@kingcounty.gov

Brandon Graham, Council District 6, Term expires 9/30/2025

Mr. Graham is very familiar with challenges and has a desire to bring his unique perspective to the Board to help change policies and improve services for people with disabilities. Contact: DevDis3@kingcounty.gov

Amanda Knott, Council District 7, Term expires 9/30/2025

Ms. Knott will use her insight, experience, and compassion to do the work to help improve services for individuals with intellectual and developmental disabilities and their families from multiple perspectives. 

Tiffany Lee, Council District 3, Term expires 9/30/2026

Ms. Lee is a Prenatal-to-Three Policy Advisor who wants to share her experiences and knowledge of early care and education with the developmental disabilities community to improve the holistic development for children and build a solid foundation for lifelong learning and wellbeing. Contact: DevDis6@kingcounty.gov

Molly McCoy, Council District 8, Term expires 9/30/2025

Ms. McCoy is a parent of a child with a disability who has extensive experience navigating resources and supports for an enhanced quality of life. She wants to connect with other families who have similar challenges in accessing services.  

Radhe Morgan, Council District 4, Term expires 9/30/2026

Ms. Morgan is a certified Behavior Technician for a multiracial provider who supports teens and young adults with Autism in their transition to being independent. Their approach creates natural supports and cultivates a culture of inclusivity.

CeCe Stovall, Council District 5, Term expires 09/30/2026 

Ms. Stovall understands the importance of advocating for resources on behalf of persons with developmental limitations to improve their quality of life. Contact: DevDis13@kingcounty.gov
